Around 10: 30 a. m., the girl and her mother were walking on the sidewalk near McGregor Street and Pritchard Avenue when a male cyclist reached out and inappropriately touched the girl. The suspect is described as a cleanshaven aboriginal male, about 14 to 18 years old, with a medium build and straight, shoulder- length hair. He was wearing a black T- shirt and dark blue jeans and was riding a silver BMXstyle bicycle. Anyone with information can contact investigators at 204- 986- 2848 or Crime Stoppers at 204- 786- 8477. Police are still investigating several sexual assaults involving cyclists, including three with similar suspect descriptions, but the police service says it's too early to tell whether those cases are linked. Last week, police released a sketch of a suspect in connection with a sexual assault in River Heights July 24. A 19- year- old woman told police she was sexually assaulted around 2: 30 a. m. by a man who ran up to her and then fled on a small, dark- coloured BMX bicycle. The suspect was described as a Caucasian man between 25 to 35 years old, 5- 4 tall, with pale skin and a thin to medium build. He had thin lips, a pointy nose and chin, dark blond or strawberry blond facial hair and possibly a goatee. " While investigators are considering all avenues, it is early in the investigation to determine if the other incidents recently reported in the media are linked or not," the police service said. On July 15, a 17- year- old girl reported she was sexually assaulted in Brooklands by a cyclist described as clean- shaven, 5- 9 tall with an average build and from 20 to 30 years old. He had a tattoo on his neck and a piercing over his left eye. On July 10 at 2 a. m., a male cyclist reportedly sexually assaulted a 34- year- old woman in Osborne Village. The suspect was described as between 20 to 30 years old, Caucasian, with a large build and light brown hair. Charges laid in robberies POLICE have arrested a suspect in a string of gas bar robberies. Jason David Pyper, 39, faces charges for 11 robberies at several gas bars and convenience stores from June 10 to July 27. He was arrested on Monday along with 24- year- old Samantha Darlene Desmarais, after a reported theft at a convenience store in the 300 block of Henderson Highway. Around 1: 30 a. m. Monday, two suspects were outside the store with their faces concealed. One of them pried open the locked front doors - while the lone clerk inside fled to a back office - and made off with a large amount of cigarettes, police said. Witnesses flagged down officers, who arrested the suspects a short time later. Desmarais has been charged with robbery and disguise with intent. Pyper faces 11 counts each of robbery and disguise with intent. Arrests follow shooting TWO suspects are in custody following a shooting in Lord Roberts Tuesday. Police said late Tuesday two people were arrested on Marion Street near where officers spent much of the afternoon near an autobody shop. Around 2: 15 p. m., police responded to a report of shots fired in the area of Nassau Street and Taft Crescent. Police said one man was taken to hospital. The shooting took place amid townhouses, and the police scene was spread over about a block. Witnesses from the complex said they heard two shots. They said it appeared the victim, believed to be in his late teens, was shot in the shoulder in his home on Nassau but was able to run a short distance down the back lane. He was conscious when paramedics took him to hospital, said two witnesses. Neighbourhood resident Lydell Letandre said the he grew up with the victim and called him a good kid. - staff CRIME Briefs A WINNIPEG man accused of mailing bombs to lawyers is seeking to be released from jail while his case is before the courts. Guido Amsel, 49, will make his attempt for bail during a full- day hearing scheduled for Aug. 27. The Crown is opposed to Amsel's release. Defence lawyer Martin Glazer set the special sitting during a brief court appearance Tuesday. Amsel has been in custody since July 5. He is accused of more than a dozen criminal charges, including three counts of attempted murder. None of the allegations has been proven and he is presumed innocent. Glazer has promised a " vigorous" defence of his client, who plans to plead not guilty. " There is no confession and, in fact, Mr. Amsel denies the accusations made against him. Based on the information received so far, the police have no direct evidence against him. The case appears to be built on assumptions and circumstantial evidence that has an innocent explanation," Glazer said last week. The Crown will have to lay out its case at the bail hearing in order to convince a judge to keep Amsel behind bars. The hearing will likely be covered by a publication ban. Amsel allegedly targeted his ex- wife, Iris Amsel; his ex- wife's lawyer, Maria Mitousis; and his former lawyers at a Stradbrook Avenue office. Police allege packages containing bombs were sent through Canada Post late last month. Mitousis, 38, lost her right hand after the package she opened July 3 at her River Avenue law office exploded. The other two packages were intercepted and detonated by police. Police haven't released information about the explosives, nor have they said whether they believe the accused made them. Court records show the bombs were stored inside recording devices. " My client tells me he doesn't even know how to build a bomb," Glazer told the Free Press . Glazer described Amsel as a " devoted husband and loving father" who remarried 10 years ago, has no criminal record and is a " successful businessman with an excellent reputation in the community with the people he has serviced in his business." www. mikeoncrime. com WAYNE GLOWACKI / WINNIPEG FREE PRESS FILES Lawyer Maria Mitousis was injured when a bomb exploded at her law firm at 252 River Ave. on July 3. Accused bomber to seek release from jail in August By Mike McIntyre Maria Mitousis Fuzzy language during one media interview created the impression the city had pulled plows from the streets in late December to keep the overall snow- clearing budget under control. There was no evidence to support this notion - the city, in fact, scrambled the same number of plows and trucks as per normal, and applied its policies exactly the way it had in the past - but the narrative was galvanized in the broader public. Despite this, key officials in the public works department were stopped from doing any more media interviews. The city grew more and more angry about a problem that could have been easily explained if the right people were made available. The strategy has also arguably contributed to a significant increase in the cost of administering requests under the Freedom of Information and Protection of Privacy Act. FIPPA is a powerful tool that is regularly abused by government and misused by media. Government too often funnels journalists to FIPPA for information that is unambiguously public; the media are now only too willing to go straight to FIPPA rather than make direct requests. The end result is the government spends enormous amounts of time processing FIPPA requests and journalists have to wait much longer to get their information, only to discover they didn't get what they wanted. Mayor Brian Bowman touched on this in his election campaign when he promised to reduce the number of FIPPA requests by making more civic information available online, and instituting a new culture of openness and transparency. We are still awaiting results on this promise. Changing organizational culture is a difficult task. There are many people with the city who know no other way to do things when it comes to communications. A new communications manager is certainly a step in the right direction.
