But the Manitoba Human Rights
Commission has new “ practical guidelines
for landlords” about “ comfort
animals,” as distinguished from “ service
animals,” such as dogs trained for
a specific caregiving purpose.
The guidelines suggest the significance,
and far- reaching importance of
comfort animals, in these introductory
words: “ Many people rely on animals
for comfort or companionship because
of things like their age or disability.
These tenants, or potential tenants,
may request that a landlord accommodate
their need to live with their
animal.”
The commission is more specific.
Elsewhere it states there is a clear
“ duty” on the part of landlords,
employers and service providers “ to
reasonably accommodate a person’s
need to rely on a comfort/ companion
animal.”
Mind you, the commission also
makes this important point:
“ A person must prove that they have
a need based on their disability or
other protected characteristic, to live
or work with, or be accompanied by
their animal. A need is different than
a want or preference and is usually
proven by a medical note.”
Despite that specificity, Edison
Properties’ Koch- Schulte believes the
guidelines may create more confusion
than clarity.
Not for me, they don’t.
Of course I’m a cat and dog lover,
not a landlord who has to deal with the
issue, case by case, and decide who’s
truly in need of comfort. And who’s
just trying to con them.
That brings us to this paragraph
from the guidelines that may not
please landlords, but should comfort
both Normand and Tusk, and those
like them.
“ It will be extremely rare that it
would be reasonable to deny a person
the ability to live with their comfort/
companion animal in an individual
unit.”
So there you have it.
And the way I read it, for people
such as Frank Normand, having a
caregiving animal such as Tusk is a
human right. Because it’s the humane,
right thing to do.

AN inmate at Stony Mountain Institution
has been charged in a four- yearold
sexual- assault case.
Investigators used DNA evidence to
link 41- year- old Emery Miles McLeod
to a serious sexual assault that happened
on July 31, 2011.
A 20- year- old woman was walking in
the 400 block of Langevin Street when
she was attacked, knocked unconscious
and sexually assaulted, police
said in a news release. The attacker
fled when a witness intervened, and
a search by officers and police dogs
failed to track down the suspect.
Earlier this year, a suspect was
identified based on DNA evidence
collected at the time of the assault, and
police issued a warrant for the arrest.
On July 22, McLeod, who is currently
serving a 15- year sentence
for manslaughter in the killing of his
former roommate, was charged with
sexual assault causing bodily harm.
It took this long to charge him,
Winnipeg Police Service spokesman
Const. Rob Carver said Wednesday, because
there was no match in the DNA
database until McLeod was required
to submit a DNA sample following his
conviction on another offence.
McLeod was convicted of manslaughter
in December 2014 for his
role in the 2012 killing and dismemberment
of Darin Monias. He was
found not guilty of the more serious
charge of second- degree murder after
his lawyers argued Monias died during
a “ consensual wrestling match” that
got out of hand and McLeod decided to
cut up the body to conceal his roommate’s
death.
Assault charge for inmate
AN almost 40- year- old refrigerator
has become the 30,000th fridge retired
under Manitoba Hydro’s Power Smart
refrigerator retirement program.
Manitoba Hydro says the 17- cubicfoot
chocolate- brown fridge, owned
by Art Metz and his wife, Helen, is
now on its way to a recycling facility
to be stripped down, have its refrigerants
safely removed and see its metals
taken to specialized recyclers.
“( Wednesday’s) milestone is proof
that Manitobans want to be a part of
the solution when it comes to energy
conservation,” Energy Minister Drew
Caldwell said in a statement.
Fridge owners are paid $ 50 for their
refrigerators, up from the original $ 40.
