VANCOUVER - The widow of an
RCMP officer who killed himself two
years ago claims her husband was used
by the Mounties as a scapegoat in the
death of Robert Dziekanski at Vancouver's
airport in October 2007.
In a statement of claim filed in B. C.
Supreme Court, Sheila Lemaitre said
her husband, Pierre, was told he would
lose his job if he tried to correct misinformation
given to the media about
the night Dziekanski died.
The sergeant was the media relations
officer who released information about
the incident where the Polish immigrant
was jolted with a police Taser and
died on the floor of the arrivals area.
The lawsuit claims Lemaitre wanted
to correct the information, but was ordered
not to say anything.
" As a result of this incorrect information,
his immediate removal as RCMP
spokesman, the subsequent public
release of the private video... he was
brought into public contempt where he
was accused in the public of being the
' RCMP liar' and/ or the RCMP spin doctor,"
the statement said.
The bystander video released after
the Dziekanski confrontation with police
was much different than the original
version of events given to media
by RCMP.
In fact, the four officers involved
were later charged with perjury for
testimony they gave at the public inquiry
looking into the death.
The officers were all tried separately,
and two were convicted, while two
were acquitted.
Corp. Kwesi Millington was given 30
months in prison by a judge in June.
Benjamin ( Monty) Robinson was sentenced
last week to two years in jail for
lying to the inquiry.
The judge in Robinson's case said
the former officer's actions damaged
the reputation of the RCMP and undermined
confidence in the once- trusted
institution.
The statement of claim said the
RCMP knew Lemaitre was under extreme
psychological distress caused by
the negligence of the force and it could
result in his becoming suicidal.
" Conduct of the RCMP and/ or members
of the RCMP with respect to the
events following the ( airport) incident
was either intended to or allowed Sgt.
Lemaitre to become the ' scapegoat' for
the public criticism of the RCMP with
respect to the incident on Oct. 14, 2007,"
the lawsuit stated.
None of the allegations has been
proven in court and an RCMP spokesman
said it wouldn't be appropriate to
make any official comment on a matter
that is subject to a civil proceeding.
The court document outlined Lemaitre
was transferred to a job described
as an RCMP " dumping ground,"
that he was treated for post- traumatic
stress disorder and became depressed,
angry, full of rage.
He went on sick leave in February
2013 and " committed suicide" on July
13, 2013, the document stated.
The statement of claim alleges an
RCMP chaplain took control of the
funeral arrangements, determining
which songs could be played, and said
that it was an " absolute requirement"
he " vet" all of the eulogies.

I QALUIT, Nunavut - For decades,
high tide has been rush hour in
Iqaluit as fishermen and hunters
scramble to run their boats up on
shore and anchor them before the sea
ebbs.
" All the boaters and hunters start
to come in all at once," deputy Iqaluit
mayor Simon Nattaq said through
a translator. " Sometimes it can get
pretty dangerous."
Those days may become a thing of
the past. The federal government on
Thursday committed up to $ 64 million
to finance a deepwater port, which
has been at the top of Nunavut's wish
list for years.
" I'm glad it's in my lifetime,"
laughed Transportation Minister
Monica Ell. " It will realize more economic
activity and reduce potential
economic disruption. We have tourism
opportunities - I'm thinking of
cruise ships being able to come here
more often. For ships, they have a
safer and quicker opportunity to unload
goods brought here."
Ell said construction projects have
been delayed by up to a year when
ships have been unable to off- load
heavy equipment due to ice or bad
weather. A port means those delays
would end.
All but one of Nunavut's 25 communities
are on the coast. Only one
has any kind of docking facility.
Nunavummiut throughout the territory
have long complained coastlines
from Newfoundland to Vancouver
Island have hundreds of governmentowned
harbours, while they have nothing.
Even in Iqaluit, supplies shipped
from the south must be loaded onto
barges and hauled up onto the only
Coast Guard- administered beach in
Canada. Cruise- ship tourists must
cross sometimes choppy waters on inflatable
boats if they want to visit the
communities they pass.
At least one Inuit fisherman has
died while trying to get to his boat
moored offshore, which he was trying
to move in advance of a storm.
As early as 2006, federal ministers
had a proposal - complete with
designs and economic impact - for
seven ports around the territory. The
total cost would have been $ 41 million
over five years.
The single port in Thursday's announcement
is expected to cost $ 85
million, which includes about $ 20 million
from Nunavut.
Federal environment minister and
soon- to- be federal Conservative candidate
Leona Aglukkaq called the project
a " game- changer" that will bring
big benefits.
" As it is now, many of the fishing industry
goes to Greenland to off- load,"
said Aglukkaq, who was in Iqaluit for
the announcement.
" This has been a project that has
been talked about for many, many
years. I was very honoured to deliver
this project for the people of Iqaluit."
The port would include a smallcraft
harbour and larger facility for
other vessels. It is expected it would
reduce the off- loading time for dry
cargo to 20 working days from 60 and
cut fuel off- loading to five working
days from 15.
