(N) J.Afrique (N) Helv�tica " DUBAI, United Arab Emirates - Iran's cabinet has created a compensation fund to pay the families of the 176 vic- tims of a Ukrainian passenger plane shot down by Iranian forces outside Tehran in January, its president an- nounced Wednesday. Iran will pay US$150,000 for each victim, state TV reported, without specifying a timeline for the awards. The announcement comes as the fam- ilies of victims prepare to mark the an- niversary of the Jan. 8, 2019, crash and diplomats from nations that lost citizens push Iran for more co-operation on the investigation and compensation issues. There was no immediate comment on Iran's announcement from the five countries, including Canada, that are in talks with Iran about reparations. Those killed included dozens of Can- adian citizens and permanent residents, and many others with ties to Canadian universities. For days, Iran denied its military was responsible for the downing of the plane. But with extensive evidence emerging from western intelligence re- ports and international pressure build- ing, Iran said its military had mistaken- ly fired at the Ukrainian jetliner at a moment of heightened tension between Iran and the United States. Hostilities had reached a fever pitch the week before over the American drone strike that killed top Iranian general Qassem Soleimani in Baghdad, raising fears of further violence in the region. Western intelligence officials and analysts believe Iran shot down the air- craft with a Russian-made Tor system, known to NATO as the SA-15. Tehran blamed "human error," saying in a re- port released over the summer those manning a misaligned surface-to-air missile battery wrongly identified the civilian flight as a threat and opened fire twice without getting approval from ranking officials. Canadian authorities allege Iran has not disclosed all relevant evidence, nor provided satisfactory answers to a number of lingering questions, includ- ing the identities of those held respon- sible for the downing, the exact chain of events that led the Revolutionary Guard to open fire, and the decision to leave Iranian airspace open to civilian traffic the same night Iran launched a barrage of ballistic missiles at U.S. forces in Iraq. The plane, a Boeing 737 operated by Ukraine International Airlines bound for the Ukrainian capital of Kyiv, was carrying 167 passengers and nine crew members from several countries, in- cluding 82 Iranians, 57 Canadians, 17 Swedes, 11 Ukrainians, four Afghans and four British citizens according to officials. The route was popular with those travelling onward to Canada. For months, the governments of the five affected countries have demanded Tehran accept "full responsibility" for the crash and pay compensation to the victims' families in line with inter- national agreements. Iran, for its part, has sent mixed mes- sages on the matter of compensation, with Gholamreza Soleimani, head of the country's main insurance agency, say- ing in October Iran would refuse to pay awards because the jet was "insured by European companies." Other Iranian officials have prom- ised to negotiate compensation with the five countries. "A mistake has been made by us, but the base of the compensation should be decided," Mohsen Baharvand, deputy to the foreign minister, said in Septem- ber. "We have told our Ukrainian col- leagues that international regulations are our basis." The association representing the families of victims released a statement last week, lambasting Iran's compensa- tion offer and demanding an independ- ent and transparent investigation. "The families are vigilant and will not sign any document," the statement read. "From the very beginning, we made it very clear. We want truth. We want justice," said Kourosh Doustshenas, who was engaged to Forough Khadem, a scientist who had obtained her PhD at the University of Manitoba. "(This year's) been terrible. It's been, every day, a struggle for us not knowing the truth," he said. "Without knowing the truth and without any jus- tice, how can we have closure?" Doustshenas is one of the directors of the Association of Families of Flight PS752 Victims, which represents 135 families. "We are aware of what they're try- ing to do. They're trying to use this as propaganda," he said. "They're try- ing to buy their way into some kind of media. to show they did the right thing to pay the families." The country's president announced the cabinet's planned compensation fund on Wednesday, although details of when money would be paid out are unknown. The Kyiv-bound Ukrainian passen- ger flight PS752 crashed within min- utes after taking off from the Iranian capital, Tehran, after being shot down. The crash killed all 176 people on board, including 55 Canadian citizens and 30 permanent residents, several of whom had ties to Winnipeg. Other Winnipeg victims include Mohammad Mahdi Sadeghi and his wife, Bahareh Hajesfandiari, and their daughter, Anisa; Farzaneh Naderi and her son, Noojan Sadr; and two U of M students: Amirhossein Ghassemi and Amirhossein Bahabadi Ghorbani. Doustshenas said Iran's criminal and evasive behaviour over the past year - including initially denying any respon- sibility for downing the plane, delaying turning over the plane's black boxes to France, and failing to release the names of those responsible - has left families searching for unanswered questions. "Throughout the year, they did everything they can not to do the right thing, not to tell the truth," said Doustshenas. "They have done all of this in absence of any sort of. human decency." He said although compensation will play a part in realizing justice, it shouldn't come at the cost of account- ability and taking away families' rights to legal recourse, which Doustshenas says Iran has attempted with its cit- izens. In a Dec. 22 statement, the associa- tion said, "The Iranian officials are also contacting the families in Iran again to talk about compensation. The point is obvious, but we must still re- mind the Iranian government: the families are vigilant and will not sign any document."
