MOUNTIE ACCUSED OF
RUNNING OVER DOG
MANITOBA’S police watchdog is investigating
an allegation that a Mountie intentionally ran
over a dog with a cruiser car while on duty in a
remote northern community.
RCMP reported the incident to the In-
dependent Investigation Unit of Manitoba on
Monday.
The incident is alleged to have taken place
on Jan. 6 in Pukatawagan — a First Nations
community 210 kilometres north of The Pas.
“According to the notification… an RCMP
officer was operating a police vehicle and
intentionally struck a dog that was sitting on
the roadway,” an IIU spokesperson said in a
written statement.
“The IIU civilian director has determined it
is in the public interest for the IIU to investi-
gate.”
Anyone with information or video footage
of the alleged incident is asked to contact IIU
investigators at 1-844-667-6060.
The condition of the dog is unknown as ef-
forts to locate it were unsuccessful, RCMP said
in a written statement.
The allegation was brought to the attention
of RCMP Manitoba North District officers on
Jan. 7.
“Senior officers immediately began
investigating the serious allegations, and on
Jan. 11, 2021, the RCMP advised the Manitoba
Independent Investigation Unit,” the RCMP
said.
The accused officer has not returned to the
community and has been placed on adminis-
trative duties.
“We are not able to provide information on
years of service or any other information that
could possible identify the officer,” the RCMP
said.
In addition to the IIU probe, the RCMP has
initiated a “code of conduct investigation.”
“We take this incident very seriously and
support the IIU’s investigation,” the RCMP
said.
T HE City of Winnipeg could soon sell some properties with steep discounts in an attempt to trigger
the creation of 40 new affordable hous-
ing units.
A new proposal suggests the city sell
up to 30 lots — for an up to 50 per cent
discount off their assessed value — as
an incentive to create affordable homes.
Another 10 lots would be sold for just $1
each to entice the creation of certified
energy efficient affordable homes, such
as net zero residences that produce as
much energy as they consume.
The city estimates the plan would
cost about $50,000 to $72,500 per lot,
depending on which option is pursued,
which includes lost sale revenue. The
plan would require full council approv-
al.
Coun. Cindy Gilroy, property and
development committee chairwoman,
said the incentives are needed to ensure
Winnipeg can offer much-needed hous-
ing options.
“I really believe wholeheartedly in
affordable housing and (this) level of
government really needs to play a part
in it… I think it could do a lot for inner-
city neighbourhoods that need revital-
ization,” said Gilroy (Daniel McIntyre).
The councillor said she will attempt
to alter the plan so five additional af-
fordable housing lots that don’t meet
the green standards will also be sold for
$1, which she hopes would ensure more
homes are built sooner.
“If the city can just sell them for $1,
then it would get these projects hope-
fully going this summer.”
The councillor said efficient homes
may be more expensive to build but are
a key priority to combat both climate
change and “energy poverty.”
“Sometimes, it’s hard (for families) to
keep homes because of the cost of ener-
gy. So if we can get things in the home
that makes them more energy efficient
and less costly, it’s keeping people in
their homes,” she said.
Through a pilot project included in
the plan, the city would aim to create
homes that are far-more energy effi-
cient than typical builds.
The city notes the structures would
be added in housing improvement zones
within the William Whyte, Spence,
West Broadway, Centennial and North
Point Douglas neighbourhoods, where
the proposal aims to spark development
within two years.
The city hopes to sell the homes to
non-profit housing providers.
One potential provider said his orga-
nization hopes to secure several of the
lots in question, but fears the 50 per
cent discount wouldn’t be enough.
“(The lots) really need to be $1… be-
cause we’re going into locations that
generally other investors or builders
don’t go into,” said Frank Zappia, a re-
altor for Housing Opportunity Partner-
ship. “We’re trying to really improve
neighbourhoods, bring in families and
provide home ownership to these areas
that absolutely need it.”
He said paying even half of a lot’s
assessed value could lead a non-profit
to lose money on an affordable home
build, since construction costs are ris-
ing and the eventual affordable home,
by definition, must be sold at a lower
price.
“Without that funding, we basically
can’t do it,” said Zappia.
He expects investing in affordable
homes would ultimately pay off for the
city, however, through revitalization
and increased property taxes.

It’s interesting to note most of the
world only grudgingly embraced
mandatory masks well after the first
COVID-19 surge in the spring of 2020.
In Manitoba, the Pallister government
would not make masks mandatory until
the end of September.
We’d also have to move in parallel
to restrict travel outside the province,
require strict mask use in any office or
work setting and any social gatherings
outside those living in an immediate
household.
However, there is a sliver of a
chance, if we did those things first, we
might not need the full, broad range of
economic restrictions.
Some businesses or buildings just
wouldn’t fit into this approach. Bars,
restaurants, movie theatres and possi-
bly places of worship — where wearing
a mask is either counter-productive or
not (sometimes) encouraged — may not
be able to remain open. But the gross
majority of other businesses would
likely be okay.
As we creep ever closer to easing
some restrictions, the same principles
should apply. We need to keep manda-
tory masks and restrictions on social
gatherings in place as long as possible,
in the hope, by doing so, we could open
more businesses and get the economy
going again.
We have the opportunity to get it
right this time.
But only if we pay close attention to
the mistakes of the past.

Incentives considered for
much-needed housing
THE province has extended the deadline to
apply for grants to help preserve Manitoba’s
heritage by two weeks.
The deadline for the Heritage Resources
Conservation Grant is now Jan. 30.
The province distributes $750,000 each year
to help preserve and enhance community
projects.
Last year, the grant program supported 81
projects, including putting cedar shingles
on the Gabrielle Roy house, the francophone
author of Bonheur d’occasion which was
published in English as The Tin Flute; restoring
the Kildonan Presbyterian Church’s 165-year-
old stone walls; repointing the Granite Curling
Club’s brick masonry; and repairing and
replacing a few rotted logs of the log structure
of the Charlebois Chapel in The Pas.
“Investing in our historic sites helps to
ensure future generations can appreciate and
connect to our province’s rich and diverse his-
tory,” said Cathy Cox, the provincial heritage
minister, in a statement.
“Our government is proud to partner with
community organizations, local govern-
ments and property owners to create unique
destinations and experiences for Manitobans
that honour our past and promote Manitoba’s
vibrant culture and communities.”
